"Appeal for the establishment of an Assembly United Nations Parliamentary
Humanity faces the task of ensuring the survival and well-being of future generations and the preservation of natural conditions of life on Earth. We are convinced that in order to address key challenges such as social disparity, proliferation of weapons of mass destruction, threats of terrorism and the endangerment of global ecosystems, all human beings must engage in collaborative their efforts.
To ensure the recognition and legitimacy of the Organization United Nations and international cooperation, and in order to strengthen their capacity for action, people should be more closely and directly involved in the action of the UN and its organizations. They must be able to better participate in UN activities. We therefore recommend the gradual implementation of participation and democratic representation at the global level.
The first step is the creation of a consultative Parliamentary Assembly at the United Nations. Without recourse, in this first stage, a change in the UN Charter, a critical link can be established between the UN system organizations of the United Nations, governments, national parliaments and civil society through the House.
Such an assembly would not be a new institution; as a critic of citizens, would be the manifestation and vehicle of a change in attitudes and awareness new in the field of international politics. The assembly could become a catalyst for future development of the international system and international law. It will also strengthen the capacity of the UN in pursuit of its lofty goals and to shape globalization positively.
Initially, the Parliamentary Assembly at the United Nations could be composed of national parliamentarians. Gradually, she should be endowed with property rights in information, participation and control of the United Nations and organizations of the UN system. Subsequently, the Assembly could be elected directly.
We appeal to UN Agencies and the governments of its member states to establish a Parliamentary Assembly at the United Nations. We invite all organizations, policy makers and citizens engaged with the international common good to support this appeal. " http://fr.unpacampaign.org/appeal/index.php
