Rabaska: irrelevant energy for Quebec

Equipment cost

In the tertiary sector, natural gas already has 60% market the heater, and this despite the fact that gas is not available on the entire territory of Quebec. But the market penetration of heating depends as much on the cost of equipment than that of energy. The electricity thus released can then be exported without violating any of the principles that had given Quebec in its energy policy and plan of action against climate change.

Falling demand

In summary, then, if we add to the above, the growing impact of energy saving measures which we shall pursue the willingly or unwillingly, it is reasonable to anticipate over the next few years, a sustained decline in gas demand in Quebec.

Regarding the effect on gas prices, the decision of BAPE is scathing: "The commission believes that the increasing supply of natural gas through of liquefied natural gas in Quebec would likely decline by a modest price of natural gas not only in Quebec but across North America due to market integration. "Excluding any potential positive effect of supplies from the Mackenzie and if Rabaska should not happen, natural gas could cost just a few cents more per thousand cubic feet. In such a scenario, if indeed this need existed, it would cost only 2.4% more to import the gas from an LNG terminal in the Gulf of Mexico and 5.4% higher in the absence any other LNG terminal.

The price signal

Before this event, we believe that there would even be welcomed as such a rise would add to the efforts of Quebec to save energy and contribute to the fight against climate change. We repeated the environment that the price signal is the best way to effect change in the habits of consumers of energy, then why not?

I take the trouble to write in support of many groups including Greenpeace in their efforts to that Québec should establish mandatory labeling of GMOs.


I am one of 80 to 95% of Quebecers who want the right to know, as is already the case in some forty countries, if there is food on their plates contain GMO or genetically modified organisms.


If your party has lost its absolute majority in the National Assembly is in large part because of your broken promises, like the one you made January 15, 2003 regarding the mandatory labeling GMOs. Breaking promises inevitably grow popular cynicism. This explains much of the rise of the ADQ, which has yet no concrete proposal on environmental issues, particularly regarding the mandatory labeling of GMOs.


We urge you to enjoy your status as a minority government to implement policies that Quebeckers want to be massive, as the mandatory labeling of GMOs. A study commissioned by your government have confirmed that the costs of mandatory labeling would be much lower than what the industry has always claimed to date. Indeed, the annual costs for the government reach only $ 1.7 million.


In mandatory labeling of GMOs, your minority government would obtain at least the support of members of the Parti Quebecois, which signed an unequivocal statement in favor of such a measure. Also, many members of the ADQ would no doubt support the requirement to label GMOs.

The Great Lakes Commission urges Congress to act immediately to protect water against the growing threat of invasive species.

The commission's recommendations will be the focus of discussions scheduled for next week in Washington at the policy conference the day of the Great Lakes. Despite

several attempts, the legislative priorities of the Great Lakes Commission have so far failed in Congress. The only protective measures taken against invasive species come from some coastal states. Michigan has passed such legislation on ballast water to stop the proliferation of zebra mussels.

According to the director general of the Great Lakes Commission, Tim Eder, it would be better to establish standards that apply to both U.S. states and Canadian provinces affected.


Several species are already wreaking havoc


Invasive species are of concern in the Great Lakes since the emergence in the '50s, the sea lamprey, a predator that has rocked the commercial fishing for trout.

The best-known invasive species is the zebra mussel arrived in Europe in the ballast water of ships. It has completely upset the food chain native to the Great Lakes. Viral hemorrhagic septicemia (VHS) is a virus that infects various species of fish in the Great Lakes.

For its part, the Asian carp, a voracious predator and monstrous size escaped from fish farms of the Mississippi, just waiting for the right opportunity to enter the Great Lakes through the Chicago canal.

The major television networks announced to great fanfare to signal their conversion to high definition (HD), a technological breakthrough that will make obsolete most TVs that are currently found in homes in Quebec. We can already imagine the mountain of electronic waste to be generated when consumers will buy an HDTV next Christmas!

In Quebec alone, we buy each year over 3.5 million units from the information technology and communications, "ICT", which includes computers, scanners, printers , televisions and cell phones. These electronic devices have an average lifespan of 2 to 3 years, after which we got rid of for more efficient models. This generates 30,000 tonnes of waste annually of which only 6% will be recycled.

This is a real aberration, especially when you consider that 82% of the weight of a computer is recyclable ... And that the reclamation operation to collect the waste and dispose of hazardous materials they contain already exists! Lead, cadmium, beryllium, arsenic and mercury content in ICT represent a high risk to human health and the environment. Send a single computer screen at the landfill is to liberate the 2.4 kg of lead content directly from nature, the risk of contaminating groundwater.

In hopes of giving new life to our aircraft are moving huge quantities of used computer equipment to developing countries: India receives up to 20,000 pounds per day and Nigeria, 500 containers per month. Unfortunately, 75% of the material is sent unusable. It is destroyed improperly, becoming a risk to human health who live near landfills where they accumulate. In some cases, can be observed lead levels 2,000 times higher than the standards recommended by the World Health Organization.

The easiest way for consumers to dispose of their obsolete electronic equipment is to bring them back where they sell. Retailers are the logical link between consumers and business recovery.
